This chapter examines the EU Directive on the Recognition of Professional Qualifications: its purpose, its legal force, and the mechanisms established to manage cross-border service delivery by qualified professionals (sectoral, transitional and general). It argues that the relationship between the Bologna process and EU legislation is problematic and difficult for HEIs to assess, and discusses a range of factors which support this contention. It argues that the Directive constitutes a third qualifications framework and urges its inclusion in the scope of the efforts to align the Bologna template with the proposed European Qualifications Framework.
